Jacksonville Port Authority, more commonly referred to simply at “JAXPORT”(figure 1), is an independent government agency created by the Florida legislature in May 2001. Serving trade through the Panama and Suez Canals, the JAXPORT was conceived when the Florida legislature restructured remerged both the Jacksonville Aviation Authority (JAA) and Jacksonville Seaport Authorities into the Jacksonville Port Authority (JPA) under City J-Bill-1104), and became effective October 1, 2001. (Jacksonville Aviation Authority, 2013). (Figure 1)
Located at 2831 Talleyrand Avenue in Jacksonville, Florida, JAXPORT operates primarily as a landlord, managing the upkeep, improvement, and expansion of Port Authority facilities and coordinating their use by private companies. JAXPORT owns three cargo facilities: the Blount Island Marine Terminal, the Talleyrand Marine Terminal, the Dames Point Marine Terminal, one passenger cruise terminal; the JAXPORT Cruise Terminal and an auto-ferry service; St. Johns River Ferry, all located with Duval County along the St. Johns River.
The physical facilities are owned by JAXPORT which include docks and wharfs, cranes, a passenger cruise terminal, warehouses, paved open storage areas and road connections to the public highway system. Additionally, the Port Authority provides and maintains the terminals and their equipment and manages the overall use of the facilities. Furthermore, JAXPORT offers year-round cruise ship service aboard Carnival Cruise Lines ' ship Carnival Fascination (Jacksonville Port Authority, 2013).
Leadership
The JAXPORT is governed by an unpaid, appointed seven-member panel Board of Directors. The board members are selected by the Major of Jacksonville appoints four Board members, and the Florida Governor appoints the
