Isaac Charles Parker
• Born- October 15, 1838
• Hometown- Barnesfield, Ohio
• Thought primary school to pay for law school
• 1859- Moved to Missouri and had his own practice by 1861 working in county circuit courts
• 1859- Became a lawyer at age 21
• 1861- Married Mary O’Toole, they had two sons, Charles and James
• 1861-1863- City attorney
• 1864- Member of electoral college (voted for Lincoln)
• Died- November 17th, 1896

District Judge
• First court Parker held- May 4th, 1875
• Court house located along the Arkansas river on the Oklahoma and
Arkansas line.
• During first court parker tried 18 prisoners who were all accused of murder
• 15 were convicted
• 8 were given mandatory death sentence according to federal law
• 6 was sentenced to execution on September 3rd, 1875
• One was killed trying to escape
• The other was sentenced to death due to his young age
The Hanging Judge
• Parker served 21 years as district judge
• Tried 13,490 cases
• 344 was capitol offences
• 9454 prisoners pleaded guilty or were convicted
• 160 were sentenced to death by hanging
