The lack of communication between the FDNY and NYPD led to hindered response and cost the lives of several victims and first responders. In the midst of the attack, with the towers a blaze and losing support the NYPD order for all to evacuate immediately before the towers collapse, all NYPD officers were able to receive the order and evacuated, FDNY firemen were not able to obtain the message and still remained in the towers when the collapse was evident. Firemen attempting to recover inside the stairwell were unaware of an evacuation until two officers passing through had informed them of it, (Dwyer Flynn 216). If the FDNY had established better radio communications by installing repeaters prior to 9/11 just as the NYPD, the lives of several firemen and civilians would have been spared. If the ones leading the emergency response are doomed, then the victims affected and whole response will hold the same fate. Without a communication in a response, there is no plan, no information, and little hope, while some may get to safety several will not, but with no line of communication there will come
