Vide PUC-I, Principal ITI, Hisar has sent the minutes of meeting held under the Chairmanship of worthy DIT with the officers of Women & Child Development Department on 7.2.2013 wherein it has been requested to impart training to inmates of Observation Home under SDI scheme based on MES and Adolescent Girls of SABLA scheme alongwith the sample of certificate to be provided to AGs in collaboration with Industrial Training Department and Women & Child Development Department. The matter regarding training of inmates of Observation Homes has already been dealt on another file. It is submitted that vide DGE&T letter dated 22.3.2011, operational guidelines for the Implementation of Rajiv Gandhi Scheme for Empowerment of AGs (RGSEAG)- SABLA launched by Ministry of Women & Child Development, GoI, was sent and it was informed that under Vocational Training component of SABLA scheme through National Skill development Programme (NSDP) of Ministry of Labour & Employment convergence with the Institution of Modular Employable Skills (MES) under SDI scheme would be used for vocational training of Adolescent Girls(AGs). It is also submitted that as per the clause 15 of Operational Guidelines for implementation of RGSEAG-SABLA scheme “Sabla is a centrally sponsored scheme, implemented through State Governments/ UTs. The Ministry of Women & Child Development will be responsible for budgetary control and administration of the scheme from the Centre. At the State/ UT level, the Secretary of the Department of Women & Child Development / Social Welfare dealing with ICDS will be responsible for the overall direction and implementation of the scheme alongwith Director and other officers.” SDI Scheme based on MES is 100% funded by GOI and certificates are being awarded by NCVT/ DGE&T GOI to successful trainees trained after following the complete norms of this scheme.     ICDS services are provided through a vast network of ICDS centres, better known as “Anganwadis”. The term “Anganwadi'” developed from the idea that a good early child care and development centre could be run with low cost local materials even when located in an ‘angan’ or courtyard . The Anganwadi (AW), literally a courtyard play centre, is a childcare centre located within the village or the slum area itself. It is the focal point for the delivery of services at community levels to children below six years of age, pregnant women, nursing mothers and adolescent girls. Besides this, the AW is a meeting ground where women’s/mother’s groups can come together, with other frontline workers, to promote awareness and joint action for child development and women’s empowerment. All the ICDS services are provided through the AW in an integrated manner to enhance their impact on childcare. Each AW is run by an Anganwadi Worker (AWW) supported by a helper in integrated service delivery, and improved linkages with the health system - thus increasing the capacity of community and women - especially mothers - for childcare, survival and development .
