I. INTRODUCTION
The burgeoning population in the in the world gives rise to an intense competition for the limited natural resources available. In the name of globalization, most of the nations have unscrupulously exploited these resources which left a devastating impact on the climate .This is evident by the ever rising concentration of pollutants in the atmosphere and the rising number of previously unheard health complications.
Due to intense pressure on the economies to expand, the blame game about who is to mitigate the problem is on. Due to the developed countries` economic hegemony, the onus is passed on to the developing countries to reduce their harmful gas emission levels and adhere strictly to the legislation. The developing countries can`t afford to do so at the cost of their expansion. The problem cannot be solved with a one-sided effort by the developing
