In order to maximize utility one would have to maximize the overall happiness for the whole. With that being said the prohibition of hard drugs would maximize utility. Legalizing hard drugs would cause more damage than good in the long run. From 1972 to 1990 we saw the same number of heroin addicts (“Against the Legalization of Drugs Pg.150”). This number staying the same indicates that the system we have now is working in the sense of not raising the addiction number. In Harlem many young blacks were on heroin in 1970 to 1971 but the rate decreased from eight percent to three percent in 1975 to 1976. When asked why they stopped using heroin more than half of them mentioned “trouble with the law” or “high cost” (“Against the Legalization of Drugs”). With hard drugs being illegal we can clearly see that the using rates of the drugs decrease. Hard drugs is not a victimless crime, it affects the user and the people around the user. Hard drugs can cause violent behavior which puts the rest of the family in danger. On top of these reasons that hard drugs should be prohibited there is also the standing fact that if hard drugs were legalized then drug education programs in schools would simply no longer work.
