1) Definition, and figures.
Definition of what is a SME in France
The notion of Small and Medium Enterprise (SME) is not the same from a country to another, so we have to define what is SME for France.
According to INSEE (National Institute of Statistics and Economic Studies) and decree n° 2008-1354 article 2: “the category of small and medium enterprises (SMEs) is made up of enterprises which employ fewer than 250 persons and which have an annual turnover of less than € 50 million or a balance sheet total not exceeding 43 million euro”. We will use this definition throughout our report on SME’s in France.
Moreover, in France three classes of SME can be identified: micro enterprises, small- and medium scale enterprises are distinguished. Micro enterprises are enterprises that employ up to 9 people. Small enterprises employ between 10 and 49 people. Medium enterprises employ between 50 and 249 people. Large enterprises are thus defined as having 250 or more employees.

It’s important to know the power of SME’s in French economy, that’s why we decided to study this weight and strength thanks to information of several governmental reports.
Our figures are figures from 2011 for the majority, we are not able to study figures of 2012 because it are not published actually.
