Level of end user capability: 4 categories:
Menu level end user - some end user are unable to create their own software, but they can communicate w/ prewritten software.
Command level end user –end users have capabilities for using prewritten software that go beyond menu selection.
End user programmer- some end users can use such computer languages as html, visual basic or java script, and they can develop computer code to meet their own needs.
Functional support personnel- are information specialists in every sense of the word but they owe their allegiance to their particular user areas and report to their business unit manager.

2 key ingredients:
1st all levels have an ability to develop application
1. 2nd none are members of the information services organization

Poorly aimed system- user may apply the computer to application that should be performed some other essay.
