11. Migration of people is old as recorded history of the world. From the ancient history migrants find some reason to move from a country to another. The reasons may be safety, food, shelter or any other personal requirement. Migration has both positive and negative impacts for both countries which are involved. As many other human activities, migration also has increased rapidly and it has grabbed the world attention today. For many countries it has become a major security concern.

Historical experiences and present situation must be clearly analysed when addressing the National Security of Sri Lanka since it has many traditional and nontraditional threats faced throughout the history. The responsibilities of the state are important when forming up of robust system for national security. Responsibilities must be well addressed while ensuring the security which becomes a major challenge to the government. While maintaining the territorial integrity and sovereignty, threats to safety of population must be eliminated. Economic growth and development is a vital factor on ensuring National Security. It will help to prevent internal problems occur in the future while increasing living standards of the population. To prevent external threats and influences Sri Lanka must concentrate on international environment too. Once the government has a good say in international forum, the cooperation and assistance will be ensured and it will help to avoid external threats creep through international forum. Safety of physical assets of the country and proper functioning of democracy are also critical at present. Sri Lanka's national security must be understood within a unified, single framework that integrates the nation's defense, law and order, foreign policy and economic policy. All these areas must be addressed together when creating a robust national security strategy. Due to the violence in 1956 , 1971 and the July riots in 1983, many Tamil citizens migrated to foreign countries such as India, United Kingdom, Canada , Australia and Scandinavian countries etc which enhanced the strength of Tamil Diaspora worldwide. Having knowing the situation of Sri Lanka, these countries granted asylum status for the emigrated Tamils and with time offered them the citizenship. Small amount of people a small minority of this Diaspora supports LTTE even at present.
