The local response is the first responders to deal with the hazards in a plan and organized way. The local response consists of firefighter, police officer and emergency medical service to a hazardous incident. After the Hurricane Katrina incident FEMA had required all first responder to properly train in the Incident Command System (ICS), so to eligible for federal grant funds. The ICS have five major sections that is command, operations, planning, logistics and finance. There are different types of command systems that consist of Single Incident Command, Unified Command and Area Command. The NIMS is a new and improved Incident Command System (ICS) that increased the coordination it wasn’t applicable ICS. The NIMs under the federal government promoted and approved the state and local jurisdiction required for federal grant programs. The NIMS consist of a strategic and systematic approach to the incident management. NIMS is not a response or communication plan, and its only for certain emergency management incident.
6. The National Response Framework (NRF) and the key players
The National Response Framework (NRF) was created to improve the ability of the government to manage a domestic incident. The NRP was created decoration of the National Incident Management System (NIMS) that it will be consistent to the management of incidents. The National Response Framework serves as a guide to the response to all major disaster events in government. The key players are local, state, federal, tribal government’s plays vital role in the National Response Framework (NRF). Also, the nongovernmental and voluntary organizations are important in responding to incident emergency operations.
