They live in a world where their rights have been all but stripped away and where young girls, like Evey, are forced to turn to prostitution to get by. Things like murder, assault, and extortion are government approved activities. Yet with all this going on around them the people do nothing. They stubbornly refuse to fight for change because it would cause them to face the problems of their world. Even after being saved from certain death by V, Evey still struggles with getting rid of her shroud. As she explained, “I.. I think I do. I mean, part of me just wants to stay in here forever and never have to go outside and face what’s going on. But that’s not right, is it? That’s not taking responsibility for myself like what you said.” (43/6-7) Evey wants to help make the world a better place, but she is so used to hiding from the problem. For the other citizens, the government means security and stability. Sure it is corrupt, violent, and oppressive, but it is also consistent. The government means that they can keep their shroud of happiness and continue to live blissfully ignorant of the problems that plague society. It’s evil but it’s an evil that they know. The people willingly give away their right to make their own decisions because it would forced them to confront the problems of the world themselves. As V exclaimed, “But who elected them? It was you! You who appointed these people! You who gave them the power to make your decisions for you!” (117/1). Freedom or anarchy on the other hand means that the people cannot hide from their problems.
