Case Study
The country of Islandia’s application for an international loan was approved! The government has appointed a project implementation manager who has formed a project implementation team and given each member of the team a copy of the following project analysis report (PAR). The report was prepared by a team of analysts about 18 months prior to loan approval. The project manager has scheduled an implementation team meeting to review the PAR.

The public sanitation sector for Islandia is divided between the Ministry of Works and
Utilities (MOWU), which administers the islands’ water supply and sewerage services, and the Ministry of Public Health (MOPH), which administers solid waste disposal, and is also in charge of all facets of public health. It is important to recognize the direct working relationship between the two ministries, but this report will focus on the role of the
MOWU with which the project has been developed.
