The first reason I want to put forward is that charging money can definitely make the transportation flexible and convenience. What is more, the more convenience the traffic is, the more time people could save. People could have more time to do other things rather than waiting for the traffic. Thus, in order to avoid this phenomenon, we could make the drivers pay fees to limit the number of the car in the traffic rush hour.
