This idea makes perfect sense: the government tends to spend a considerable amount of money of war in order to protect property. In other words, it is generally agreed on that people are a renewable resource. Therefore, the treatment of the soldiers reflects the general attitude in the social environment: it is necessary to protect one's property while protecting people is not equally important. It is a shame that this line of reasoning can be witnessed even today after so many decades have passed since the speech in question.
