As part of functional requirement gathering, the task force will document the current process and identify issues that are preventing the system or process from operating effectively to determine user requirements. Once areas for improvement are identified, they must be prioritized and evaluation criteria must be selected to ensure that the mandatory goals of the system have been achieved.
