Tom Davis, R-Beaufort, authored the bill that legalized cannabis oil. An inspiring plea from Mary Louise’s grandmother, Harriet Hilton, persuaded Senator Davis to advocate for the bill. After the bill’s passage and Mary Louise’s results after her initial CBD cannabis oil treatments, Davis shared updates of the girl’s progress on his face books page. He wrote:

Davis’ bill further established a committee to study in-state cultivation of CBD oils, through marijuana low in THC — the psychoactive part of the plant — and high in CBD. While CBD is still considered a controlled substance by the federal government, the committee was given the responsibility of developing protocols for growing, testing and dispensing the CBD cannabis oils. This law has helped to provide ease of access to CBD oil to South Carolinians who were perhaps faced with the difficult notion of moving to another marijuana state in order to get CBD oil. This tightly regulated medical cannabis program is one more step in ensuring that South Carolinians suffering from debilitating conditions can find relief using CBD oil as many are doing in other medical marijuana states.
