I completely agree with you. Families that have struggled with mental illness definitely are typically able to recognize the warning signs. I can't even imagine the helpless feeling of trying to help a child or family member and feeling like you have no where to turn. It really makes me thankful this family had the amazing and dedicated case worker. I'd imagine their families feel backed in a corner because like you said we don't just want to throw them in jail. Jail isn't the place for people struggling with mental illness, it isn't easy to rehabilitate individuals from jail. They just don't have all the recourses.
