MILITARY ACCOUNTABILITY

Purpose: to provide a refresher on property accountability and an awareness of Army physical security. Agenda Government Property Accountability Equipment Sensitive Items Weapons Physical Security Government Property OCIE Your personal equipment Unit/Section Equipment Tentage, Radios, Vehicles, Anything Green Vehicle BII Driver or TC responsible for Accountability Clothing Record (DA 3845 and Electronic) Used for OCIE Hand Receipt (DA 2062) Used for equipment Sensitive Items Cannot be lost Report immediately to the chain of command if missing Comsec equipment Weapons Certain Technology SINCGARS NBC Alarms, NVG’s Weapons Individuals issued arms are responsible for their security at all times. Each issued weapon will be carried on the person at all times. Weapons will not be entrusted to the custody of another person. Pistols will be secured with a lanyard. AR 190-11 Responsibility You are responsible for all US Army equipment you sign for. You can be charged for missing or damaged equipment. If you lose it, report it! A field loss can be investigated if reported immediately. You buy it on the showdown. Physical Security (Defined) "That part of security concerned with physical measures designed to safeguard personnel, to prevent unauthorized access to equipment, installations, material and documents, and to safeguard them against espionage, sabotage, damage, and theft." AR 190-16 What Does That Mean? Physical security is meant to counter the threat during peace and war. Threat can range from enemy forces to terrorists to civilian criminals or saboteurs. How to Practice Physical Security Limit Access Secure Equipment Guards Locks Physical Barriers Fences Buildings Access Military Installations (Armories) will have access control.     AR 735–5 Policies and Procedures for Property Accountability This revision-o Changes the term "sensitive items" to "controlled inventory item" (paras 1429a(2) and 14-29a(4)(a)). Changes the dollar value of discrepancies that are not reported on inventory adjustment reports (IARs) from $50.00 to $1,000.00 in extended line item value (para 14-29a(4)). Changes the requirement for causative research on IARs from inventory discrepancies resulting in adjustment from over $500.00 to over $1,000.00 in extended line item value (para 14-29c). Changes the goal for inventory adjustments (both gains and losses) for all IARs from less than 2.5 percent of the dollar value to less than 5 percent of the dollar value of the requisitioning object (RO) during the fiscal year (paras 14-29e and 14-29g). Adds condition code changes, re-identification, and pseudoreceipts to administrative IARs that are not included in the total when determining whether the goal of 5 percent has been achieved (para 14-29h(5),(6) and(7)). Adds the terms “causative research” and “controlled inventory items” to the glossary (glossary, sect II). Revision dated 31 January 1998-Identifies the statutory authority and DoD accounting policy that policies and procedures contained in this regulation are based on (para 1-4). Expands the basic requirements for conducting inventories to include property on hand at USAMC Accountable Supply Distribution Activities and Depots, supplies stored by a supply support activity, supplies at the user level accounted for on property book records, real property, and Army War Reserve 3 stocks (para 2-6). As a PFC and in the Army for almost 2 years i know how important accountablitly of personal items are and expecally possible security risk items.According to AR735-5 Army property is considered as follows; Army property is all property under the control of the Department of the Army (DA) except property accounted for as owned by a nonappropriated fund (NAF) activity. It must be accounted for on a property account unless specificallyexempted by an AR. Property leased by an Army activity is considered Army property for accounting purposes.Property loaned to a non-Army activity remains Army property.     Accountability in the army is important because soldiers as well as equipment, ammunition, food, water and other various supplies are vital to the operation and proper function of the army as a whole. To start with, soldiers must be accounted for because they are the responsibility of their team leader, squad leader, platoon sergeant, and so on. If you don't have accountability of soldiers then when you attempt to conduct a mission you may not have all the soldiers you should have and that could cost you not only failing your mission but your life and the lives of the soldiers with you. Another thing that is very important to keep accountability on is equipment. Not only is accountability of equipment highly important but making sure all the equipment works how it is designed and intended to be used. Accountability of ammunition is important as well, if you are on a mission and not all of your soldiers have ammunition then it could cost the mission and lives. Keeping accountability of your soldiers, your soldiers equipment status, and ammunition status are very important to completing a mission successfully without any problems. Also keeping track of soldiers equipment as well as ammunition can help save the army funds to put to better use to help soldiers with retirement, their benefits, various programs and classes.
