I agree with you that that ground rules assist in delivering the information and create efficient system. You pointed out several ground rules, but do you think due to the military or navy system they are more procedural rules, as in that kind of service ground rules are limited as it still focused on order giving. I never served in the military so would not know. Also, do you think military should use more ground rules to create environment were employees could address issue in more honest manner without fear of repercussion. Like one of the ground rules in the book is explain your reasoning and intent- would that ground rule work in military/navy setting??
