Dear Sir/Madam,
Fuel oil bunkering procedure: before bunkering fuel oil, pre-bunkering briefing should be carried out within 48 hours before bunkering. The meeting is mainly to assign and confirm the duty of the ships’ personal. The fourth Engineer should prepare the paper work of bunkering. Four simple bottles should be prepared. The Mech should prepare the tools for bunkering, mainly including the spanners(30), gasket, clean rags, fuel hose crane, FO transfer procedure plates, foam extinguisher, saw dust, portable pneumatic pump and so on. Senior AB should plug all the scuppers before bunkering. Duty officer or a person designated by him to hoist B flag during daytime and Red light during nighttime. 4/E should test and make sure in good working order of the overflow alarm in the F.O. transferring system. And 4/E takes charge of valve operation, and make sure that the valves in the FO transfer system are in the right position (open or closed) just before bunkering. Duty deck officer need to supervise bunker barge alongside own vessel and Mech should take charge of mooring of bunker barge to own vessel. Bosun need to prepare the Gangway or pilot ladder for the bunker barge access to own vessel. 4/E to make a full sounding record of all fuel oil tanks prior to bunkering operation, and record bunker barge tanks’ sounding in accompany with barge representative before starting bunkering. C/E should have conference with bunker barge to ascertain the followings:
a) Type and quantity of bunker and the basic properties of the bunker.
b) The communication method including hand signals if any between own vessel and the bunker barge.
c) The pumping rate and maximum pressure
d) The topping off and stopping procedures
