One opinion states that environmental problems are too profound that beyond the capbility of individuals to solve. Firstly, the lack of professional knowledge as well as time and fund for investigation make it impossible for individuals to deal with problems such as sand storm, soil erosion and salinity. Secondly, laws must be made to regulate industrial enterprises and any misconduct causes pollution will lead to serious punishments. This can only be implemented by the government while the individual’s strength seems to be minor at this point.

Individual actions, small as they may be, can prove to be more effective than we realize.
