This is to bring to your kind notice that the Government in the Department of Water Resources Investigation & Development had given promotion to the post of Additional Director(Engineering Wing) in the rank of Additional Chief Engineer vide No. Dated according to the recruitment rule vide No. Dated. . The undersigned subsequently transferred to the post of the Managing Director, West BengaL State Minor Irrigation Corporation Limited vide order No. Dated. .where status of the undersigned established again as Additional Chief Engineer in the Department. Again the undersigned transferred to the post of Additional Director(EW), SWID which perhaps is not covered by existing recruitment rules of the post. Promotion to the vacant post of Chief Engineer/Director are given from the feeder post/ rank according to the seniority as per existing rules. Till now, I had completed works under DNK [Kalimela to Mottu (62.20 Km.)] and Kalimela junction to Padia junction (26.60 Km.), bridges like Kaldapally under Padia Block, Marametla Nalla (Padia Block), M.I. Tank at MV-33 and other Ancillary works. The DNK Project was abolished in 1988. Thereafter, I worked as contractor under Potteru Irrigation Project (Drainage Syphone at RD 1.380 Km. of TMC (Tamasa Main Canal), 4 VRB (s) in GMC (Gompakonda Main Canal) between 0.00 Km. to 20.00 Km., CR-cum-Escape at RD 13.200 Km. of GMC (Kosalakonda), lining works and Earth works. M/s OCC Ltd. has executed works in 1990 by taking a series of contractors. But maximum contractors left the site due to Malaria and non-availability of water. Hence I was invited by M/s OCC Ltd. to take up unfinished work of other contractors. After satisfactory completion of unfinished work of other contractors of OCC Ltd. offered me for execution in GMC, Koimetla distributary, T.M.C. etc., I was awarded further new works by OCC Ltd. under Irrigation Department & O.H.P.C. (Odisha Hydro Power Corporation).
