Historically governments have invested millions of dollars on upgrading the infrastructure of a country by providing the necessary capital and labor needed. The economic rationale for government involvement is that infrastructure investment requires large capital outlays, and has very long pay-off periods (Investment Insight, 2012). Infrastructure is defined as the basic inputs into and requirements for the proper functioning of the economy. Consumption spending and investment spending play a major role in stimulating GDP and therefore the economy. Proper planning of the New Providence Road Improvement Project would have positively benefitted those businesses that have closed down, persons who loss jobs and congestion.
