North Korea’s extreme defilements have caused its people to leave their country. These defectors have been forced to go to other neighboring countries, one of which is China. China, however, continues to violate its international obligations under the United Nations Convention about the Stage of Refugees and the 1967 Protocol. As a result, the United Nations obligated China to uphold the principle of non-refoulement, which forbids the forced return of refugees, asylum-seekers, or defectors to his or her country, despite their liability to persecution. Despite the United Nations Convention’s proposal, China signed a border security agreement with North Korea called the Mutual Cooperation Protocol for the Work of Maintaining National Security and Social Order and the Border Areas, wherein China agreed to arrest and deport defectors to North Korea, notwithstanding the fact that these defectors have a high risk of persecution. China is an ally of North Korea, which makes the situation more difficult. Even with this agreement of China and North Korea, some defectors still try to blend with the community, however, when caught, will be apprehended and deported immediately. These people were strictly called defectors and not refugees, which means they are illegal economic immigrants.
