Facts: In February 2001, Speelman moved into a BHA subsidized apartment with her two minor children. The following month Speelman’s probation was revoked, and she was sentenced to 75 days in jail. BHA was aware Speelman was on probation. She then arranged for her 19 year old daughter, Audrey Larson, to care for her children at her apartment. BHA was not notified Speelman had been incarcerated or of the new occupant in the residence. Office Lowell English, BHA’s police liason, was responding to a complaint about Speelman’s children running around the apartment complex at night. After his visit, officer English found Speelman was incarcerated. On June 2, BHA sent a notice stating Speelman’s voucher payments will be terminated as of July 31st. The letter also states Speelman has the right to appeal the decision by writing a request for a hearing within 14 days. Even though Larson had access to Speelman’s mail, she was specifically instructed only to open mail from the children’s school. Speelman returned to her apartment on June 17th to find the termination letter, and sent a request for a hearing on June 23rd, which is seven days after the deadline. Facts: In June of 1999 Jessica Gonzalez had her husband served with a protective order during divorce proceedings. The protective order stated the husband must stay 100 feet from the estranged wife and 3 young female children. It allowed for preannounced visitations and predetermined weekend custody. I responded to 345 County Road 3309 in reference to a suspicious circumstance call. Upon arrival, I made contact with Anita Stamey. Stamey advised that her daughter(Brenda Black) is jealous because Stamey been letting her other daughter and son-in-law come over to eat dinner everynight. Stamey stated that Black has called multiple times stated "I'm going to kill you and the entire family." Black also called approxmiatly 6 times while I was on scene. Due to the fact of me not seeing selection I approached the subject and asked him if I could assist him with anything. The subject replied that he didn't need help. A person was wanted for questioning about a recent bombing; this person was hiding in a two-family dwelling. Mapp, the owner on the top floor, refused to let the officers come in without a search warrant. After Mapp refused to immediately let the officers in they broke the door’s glass open and then unlocked and opened the door from the outside. Mapp’s attorney showed up, but the officers wouldn’t let him see his client or go inside the house. Mapp demanded the search warrant. The officer help up a paper claiming to be the warrant and Mapp put the apper in her bosom. Then the officer struggled to retrieve the paper, which he eventually recovered. On Tuesday, October 25, 2016, at 0504 hours, Lieutenant Dana Jackson, Sergeant James Lesher, and I made contact with Officer Dennis Hutchins and his attorney, William “Bill” James in the Homicide conference room located at the 12th Street Substation. Due to lack of cattle rearing fields, cattle owners leave their animals to roam on the streets. Few steps have been taken so far to control the growing number of stray animals in Jammu city. In fact, the JMC has a full-fledged department to catch stray animals and has even constructed shelters for them, particularly cattle and dogs. But, officials maintain that every time the civic body tries to carry out a drive against stray animals on city roads or localities, it is thwarted either by cattle and dairy owners or animal right activities. However, they maintain that with requests and warnings failing to produce the desired results, need for harsher measures to ensure compliance with road rules if being increasingly felt in city of temples where congestion has become a major problem.
