Prof. Dr.-Ing. I.A. Hansen (TU Delft, Faculty CiTG) dr. W.W. Veeneman (TU Delft, Faculty TPM) ir. P.B.L. Wiggenraad (TU Delft, Faculty CiTG) dr. ir. H.A. Körmeling (HTM Consultancy)

PREFACE
This report presents the end result of a thesis work conducted for the MsC program ‘Transport
Infrastructure and Logistics’ (TIL) at Delft University of Technology. Together with close external support of HTM Consultancy, this thesis project highlights various organizational models and performances since Europe’s railway reform program started in the 1990s. Optional redesigns for the structure of Israel’s railway sector are included in the final thesis report.

This thesis work could not have been conducted without extensive help of a number of experts
(closely) affiliated to railways.
First of all I would like to thank my thesis committee members affiliated to TU Delft for critically reviewing texts, underlying figures and outcomes of the research and design parts of this thesis work: Prof. Dr.-Ing. I.A. Hansen, dr. W. W. Veeneman and ir. P. B. L. Wiggenraad.
Additionally I would like to thank my external thesis committee member dr. ir. H.A. Körmeling
(HTM Consultancy) for introducing me to the state of Israel and their railways, for providing me the opportunity to research this highly interesting and relevant subject and for his extensive and comprehensive comments on all the work produced.
Since I strongly believe an academic thesis should have a relation to ‘what is experienced in practice’, special gratitude is in place for drs. ir. A. Roeleveld, benchmarking

This report is based on the findings from the National Passengers Survey (Spring 2012) which took place between 28th January and 30th March 2012. The aim of the survey was to provide a network wide snapshot of the passengers’ satisfaction with train travel. Passengers of South West Trains were also a part of this survey and this analysis is based on the responses of those passengers only. The total sample size used was 2334 and all the questionnaires were checked to confirm that the details provided were for a real journey.…

Many long-distance trains serve small communities with limited or no significant air or bus service, especially in remote or isolated areas in the United States. As a result of airline deregulation and decisions by national bus carriers to exit many communities, rail transportation may provide the only feasible common carrier transportation option for a growing number of areas. 1 If long-distance trains were eliminated, 23 states and 243 communities would be left with no intercity passenger rail service and 18 other states would lose some service. No state or private operator has picked up a long-distance route that Amtrak has…

There are many differences between the trains and the railway systems in Europe and North America. Both are very unique, and are shaped by the environment, the history, the people and the geography of the region or country that they are in. Some railways are even completely different from most of the others in their country, depending on their history. Some are more advanced, and others still have a nostalgic air to them. All in all, every railway is unique.…

With predatory pricing and price wars being carried out, the drop in the prices of airline tickets has certainly affected other industries with different modes of transport. One example is the express buses. As the demand for express bus tickets is price elastic, the relative increase in the price of the tickets would result in a more than proportionate decrease in the quantity demanded for them. Such a prediction is highly possible as express buses and airplanes are close substitutes.…

In James Shaffer’s opinion on transportation policy, “The concept of unregulated market is a meaningless construct”(1). Price is a regulatory device in any type of market. Because we are accustomed to our current systems of public transportation, it is hard to imagine a system that does not involve the use of fares and standard rate practices. We step on the bus, we pay our fare or swipe our card, take our seat, then arrive at our destination. Without the immediate pay and receive factor, the user might feel uninvolved or detached from something they were once so involved in.…

The growth in supply is overshadowed by the extremely strong demand growth, led primarily by the conversion of train/bus passengers to air travel, as well as by the fact that low fares have allowed passengers to fly more frequently. There has, therefore, been an increase in both the width and depth of consumption. However, the regulatory environment, infrastructure and tax policy have not kept pace with the industry's growth.…

Road transportation. Road infrastructures are large consumers of space with the lowest level of physical constraints among transportation modes. However, physiographical constraints are significant in road construction with substantial additional costs to overcome features such as rivers or rugged terrain. While historically road transportation was developed to support non-motorized forms of transportation (walking, domestication of animals and cycling at the end of the 19th century), it is motorization that has shaped the most its development since the beginning of the 20th century. Road transportation has an average operational flexibility as vehicles can serve several purposes but are rarely able to move outside roads. Road transport systems have high maintenance costs, both for the vehicles and infrastructures. They are mainly linked to light industries where rapid movements of freight in small batches are the norm. Yet, with containerization, road transportation has become a crucial link in freight distribution.…
