This document, utilized for managing expectations of all of the project stakeholders, represents a formal commitment between the Executive Sponsors, the Project Steering Committee, Central Region Information Technology Steering Committee, Project Manager, and Project Teams. This charter refers to the Central Region Portfolio Inpatient Electronic Medical Record (EMR) Implementation for Baltimore Washington Medical Center (BWMC) and Maryland General Hospital (MGH) utilizing shared hardware and the Portfolio enterprise EMR platform. This charter is designed to: • Provide a clear statement of purpose for the implementation of Portfolio Inpatient EMR in the Central region for BWMC and MGH • Define the project roles, responsibilities, and implementation approach • Provide the baseline for scope and expectation management • Document the agreement between the Executive Sponsors, Executive Steering Committee, Project Council, Project Managers, and Project Teams and Committees. • Assessment of existing and future functionality and the relationship to the implementation of Portfolio Inpatient will be determined. • Documentation of the existing interfaced environments for both BWMC and MGH and the proposed future interfaced environments will be presented at early planning sessions. • Outcome of the gap analysis will result in recommendations to the Central Region Project Steering Committee. • Timing of the implementation of corporate financial systems in concert with the clinical systems for MGH will determine whether existing solutions will be utilized. BWMC and MGH inpatient project will involve the implementation of the following modules: Inpatient EMR (EpicCare Inpatient) • Data repository (results reporting) • Clinical documentation (nursing, physician and ancillary services) o Admission assessments o Intake and Output o Daily assessment o Plan of care o Integrated disciplinary documentation o Medication administration record o History and Physical o Progress notes/consult notes o Discharge summary o Discharge instructions • Orders (CPOE)- comprehensive order entry from providers to receiving departments • Clinical decision support
