Ideas come from:

- Media (informal) - Parliamentary committees (formal)
- Political parties (formal) - Court decisions (formal) Development of Policy
Policy is developed by the minister (eg road rules by the minister for transport)
Cabinet develop the new law or change in law.
Parliamentary council draw up the prosed new bill.
A private member can introduce their own bill (Member of Parliament introducing their own legislation to the cabinet) Drafting the bill
Some difficulties occur in drafting:
- meaning of words ( ex. Weapons, choosing the words need to be expanded and interpreted)
- meaning of words may change over time
- conflict with other laws ( so they don’t get confused with the other law similar, or overlap)
- hard to satisfy all people. First Reading
The bill is introduced into the first house usually the lower house (Commonwealth – House Of Representatives, Victoria – Legislation Assembly)
The title of the bill is read (eg. 50 km in school zones)
NO DEBATE AT THIS STAGE Second Reading
- The bill is debated
- A speech by the minister in favour of bill
- The shadow minister will point out any problems with the bill
- Speakers for and against will follow at the end of the debate the motion will be put. Committee Report
This stage allows for amendments to be made.
- A community may be formed to look at individual details contained in the bill.
- The bill is debated clause by clause and the final details agreed upon. Third
