For us to strategies an effective method of approach we must first identify and define the target population, characterize them and look for factors that may hinder or support the achievement of our goals. By identifying the adversely affecting factors, we may device how to overcome them while we can use to leverage on those factors that supports our initiative.
A pastoralist community is defined as people who engage in Pastoral production systems in which 50% of the gross household revenue comes from livestock or livestock-related activities. More broadly, the definition encompasses livestock and non-livestock dependent households within pastoralist ethnic groups and others with pastoralist perceptions and values on the importance of livestock.

Vulnerability to HIV and AIDS Vulnerability refers to all factors that makes a person more susceptible to HIV infection and to developing AIDS.
The factors underlying vulnerability may reduce the ability of individuals and communities to avoid HIV risk and may be outside the control of individuals. These factors may include:- lack of knowledge and skills required to protect oneself and others; accessibility, quality, and coverage of services and commodities; and societal factors such as human right violations, or socio-cultural norms. These norms can include practices, beliefs, and laws that stigmatize and disempowering certain sub-population, particularly women, limiting their ability to access or use HIV prevention, treatment, care, and support services and commodities.
* On quick perusal of existing literature I was able to determine the factors that may influence the outcome of condom distribution and use can be divided into three main categories, these are; - factors that are at individual levels like knowledge, prejudices and skills in handling and use of Condom.
