We, the delegates of Virginia believe and agree that the number of members of Congress should be proportional to population. We believe this because it is most beneficial for the population to be proportional because a huge state like Virginia should not have the same number of representatives of congress as a smaller state like Delaware or Georgia. Electoral College is a process that involves the electors and the congress they meet to vote for the president and vice president. The Electoral College has five hundred thirty eight electors. Out of those five hundred thirty eight electors, only two hundred seventy are required to elect the president. Each state has their own group of electors. People help choose their electoral vote when they choose their candidate. Each candidate has a group of electors before you even vote for them. “Winner-Take-All” is an award of all electors to the winning presidential candidate. Proposition 19, also known as The Regulate, Control and Tax Cannabis Act of 2010, has come to an end on November 2, 2010. The decision to legalize marijuana in California was unsuccessful. Dr. John Lott and David Mustard from the University of Chicago did a study dealing with the “Shall Issue Laws.” These laws state that any adult without a criminal record or mental illness may own a gun. In 1977 to 1992, the thirty-one states that passed these laws were examined county by county. They found that murder rates went down by eight and a half percent, rapes down by fifteen percent, aggravated assaults by seven percent and robberies by three percent (Harris). This study also showed that if the states that didn’t have “shall issue laws” would have adopted them in 1992, it could have prevented 12,000 robberies, 60,000 aggravated assaults, 4,177 rapes, and 1,570 murders per year.
