Much like the Roman Empire and the Coliseum, both of which had people fight to the death for entertainment. This give the spectators a feeling of winning and protection. Who sacrificed herself by the Courage and shock that the odds were in Prims favor and doing that takes a lot of courage. This just shows how selfless and courageous Katniss and people in general can be. Keep in mind that in district 12 tribute is symbolism for corpse.
