THE PROBLEM AND ITS BACKGROUND
I. INTRODUCTION
Nowadays, flying through sky is a common mode of transportation to get fastest way to reach your destination. In the Philippines, a third world country, have a numerous airlines providing air travel service. Ensure the passenger safety which include in the ticket we had paid off. Aviations safety tackles all preventive measure in danger or risk inboard or even inside the airport. The airline must ensure it to the passengers, in order to gain profit and loyalty from them. In early years of aviation industry in the Philippines, many aviation accidents occurred. One of the tragedy happened in the air is the flight of President Magsaysay, Douglas C-47 plane, crushed at Mt. Manunggal at Cebu. It shows that even President or high class people are not evitable in air accident. Today, technology is progressive accident in air, airport, runway is unavoidable. One accident happen recently was the overshooting of Cebu Pacific Aircraft in Davao airport cause loose opportunity and cause trauma to the passengers. And in that incident Aviation safety is now argue. So the assurance of aviation safety is very important. In able to save lives and money, the researchers tackle aviation safety in this study. Aviation safety is a term encompassing the theory, investigation, and categorization of flight failures, and the prevention of such failures through regulation, education, and training. It can also be applied in the context of campaigns that inform the public as to the safety of air travel. During the 1920s, the first laws were passed in the USA to regulate civil aviation. Of particular significance was the Air Commerce Act 1926, which required pilots and aircraft to be examined and licensed, for accidents to be properly investigated, and for the establishment of safety rules and navigation aids, under the Aeronautics Branch of the Commerce. Despite this, in 1926 and 1927 there were a total of 24 fatal commercial
