Due to the limitation of land on available and the specific kinds of boundaries, highway and the Chicago River, increasing open space for residents seems to be a mission impossible in the short-term. Therefore, in order to improve the quality of life as soon as possible, the strategy should be an immediate and effective mean. Based on following reasons, the strategy prioritizes improving Ping Tom Memorial Park within the community.
First, public engagement. Public engagement is an important planning process to better understand what are the residents’ needs. In 2002, when the Ping Tom Memorial Park was intended to expand northward, the plan goals were developed through public and committee meetings held. These goals clearly demonstrate that the residents desire various facilities within the park expansion. Moreover, there were roughly 1,800 residents and stakeholders participated in the community engagement process of 2015 Chinatown Community Vision Plan. The Chinatown’ households had a higher percentage with one or more people 60 years and over (48 percent) than the rate of Chicago (30 percent) in 2015. Since the high household with senior rate and Chinese seniors’ special preferred activities in the park, the park’s facilities should meet their specific needs. The southern Sun Yet-Sen Park shows a good example that Chinese seniors need some unique facilities such as Chinese Chess tables. Here is another example, in Chinese’s opinion, people benefit from daily exercises. Chinese seniors enjoy doing exercises together in the park during the morning.
