To ensure that products cannot be easily pirates, it is necessary for companies and governments to arrange a legal copyright system and develop appropriate organizations, and further raise the consciousness of copyright among every nation. It is necessary that companies and governments take the initiative to comprehend the reality of copyright infringements and institute litigation to protect their own rights. It is also necessary for the government to improve the environment in which companies and businesses can take countermeasures, using civil and criminal remedies and administrative enforcement system where infringements occur. Also, companies and governments should implement the intergovernmental policy consultations and establishment of international cooperation.
2. Do you think that the international business community is being too lax about the abuse of intellectual-property rights? Are international companies simply afraid to speak out for fear of jeopardizing access to attractive markets?
This is a difficult question because there is a great incentive to abuse intellectual property rights since it provide a legal monopoly to the inventor of the product. Sufficient countermeasures for piracy have not been taken so far and some areas of law need to be reinforced. In recent years, the distribution of pirated goods has certainly tended to increase, especially in Asia, which makes it almost impossible for local government and businesses to accurately comprehend the actual infringement situation. Some businesses are in a situation where they have difficulty recognizing the damage caused.
Personally I believe that international companies are not really afraid but find themselves in difficult situation. Fighting piracy in countries with lax antipiracy rules is not an easy task, since filing a lawsuit can severely damage it’s business relations
