FOREWORD
The role of research and documentation is to fill the vacuum in the current understanding and provide the basis for further development. This is particularly relevant for social sciences which use definitions and concepts which are not only contextual but also amenable to different types of interpretations. Educational planning is such an area. NIEPA, since its inception has been actively engaged in capacity building and providing professional and technical support to the GOI as well as to the state governments and resource institutions at various levels. NIEPA also produces a large number of research studies and monographs to broaden the horizons of knowledge. One such area of interest
