Disparities in economic and social development across the regions and intra-regional disparities among different segments of the society have been the major planks for adopting planning process in India since independence. Apart from massive investments in backward regions, various public policies directed at encouraging private investments in such regions have been pursued during the first three decades of planned development. While efforts to reduce regional disparities were not lacking, achievements were not often commensurate with these efforts. Considerable level of regional disparities remained at the end of the Seventies. The accelerated economic growth since the early Eighties appears to have…

When planning is done with a vision and mission to develop a particular sector only then the plan becomes a Setoral Plan. In Setoral Planning excessive concentration is given in economic activities of the metropolitan regions. In India it has benefitted the growth and development of Metro regions but failed to develop the rural and backward regions. In India 70% of the people live in rural area. To develop India the plan should be made to develop the rural regions which should include development plans for all the sectors influencing the region. Since development of one sector leads to impact on several sectors a comprehensive plan is to be prepared considering all the side effects and impacts on the related sectors other than concentrating on a particular sector. This has become a necessity in present scenario for the development of India. This concept of planning leads to the concept of Spatial Planning.…

11.2 An analysis of the creation of infrastructure in physical terms indicates that while the achievements in some sectors have been remarkable during the Eleventh Plan as compared to the previous FiveYear Plans, there have been slippages in some sectors. The success in garnering private-sector investment in infrastructure through the public-private partnership (PPP) route during the Plan has laid solid foundation for a substantial step up in private-sector funding in coming years. PPPs are expected to augment resource availability as well as improve the efficiency of infrastructure service delivery. During the Plan, administrative ministries and other government agencies have adopted the standardized model concession agreements and bid documents to streamline and accelerate the decision making in a fair, transparent, and competitive manner. Several state governments and local bodies have also rolled out PPP projects. 11.3 The Planning Commission, in its aproach paper has projected an investment of over ` 45 lakh crore (for about US $1 trilion) during the…
