You make a valid point when you mentioned that citizens will be less reluctant in calling the police and affording people most at-risk with the opportunity to speak with officers who truly understand their plight. This trust between the victim and the police officer who is coming from the same background would have a stronger rapport than two people who are completely different and come from different background.
