Robert believed in prevention, in order to decrease crime rates crime must be prevented. Peel was a part of establishing the first modern police station known as the London Metropolitan Police. Before this establishment was created, most crimes where already committed Peel's motive was to prevent the crimes. Peel's tactic was prevention to stop violence before it occurred.
