Draft Policy Layout
The content of the policy should be as follows: • Introduction
• Purpose and Objectives
• Scope of application/ Applicability: To whom the policy should apply to?
• Acronyms
• Definition of terms (Definitions that are cover in the policy)
• Authorization/Legislative Mandate/Framework: Source
• Policy provisions: It includes all what the policy entails.
• Roles and responsibilities Who is responsible for what?
• Monitoring and review
• Communication strategy
• Annexure/appendices
Discuss with the Role-players/Stakeholders
• Distribute policy to all HR Management team/specialists for discussion and comments.
• Circulate policy to departmental management team (including all employees). • Circulate policy to Consultative Forum Members.

Circulate policy 2 weeks prior to the meeting.
All policies are sent for approval to the HOD after the forum has met and provided their final inputs/comments/suggestions/recommendations. • Consolidate comments/ inputs/ suggestions.
Prepare the Final Draft
• Incorporate all inputs/ comments/ suggestions from the Consultative Forum.
Submission: Head of Department
• Prepare the submission to the Head of Department.
- Submission must indicate new amendments, changes, revised provisions if the policy is being reviewed.
• Attach the relevant policy or policies that need approval. • Attach all relevant annexure/appendices.
