The government during the Pre-Spanish period was primarily founded on a barangay form of government where the DATU or RAJAJ acted as a leader and administrator .The DATU possessed the essential qualification of superior intelligence ,strength , influence and wealth .
His responsibilities were attuned to maintaining peace and order , community organization and executor of the justice system.
The Spanish colonial period saw the birth of two constitution that are applied for a brief period on the island. The Cadiz constitution of 1812 and 1834 Constitution. The underlying principles of these short lived organic law were democratic and liberal that facilitated the entry of the Philippine representative in the legislative assembly ,the spanish cortes. However the essence of liberalism under these organic law did not materialize in the local political culture.
During the revolutionary era , there were numerous proposal for the Philippines Constitution. The propaganda movement did not officially execute most of them. Among them were the La Liga
Filipina Constitution , The Constitution for Katipunan , the
Evangelista constitution , the Makabulos constitution , Mariano
Ponce Constitution, And the Malolos Constitution , The purpose of proposing constitution was to facilitate the legal basis for independence , should the movement become successful in its quest towards genuine Filipino rights . There appeared common denominator of all proposed organic laws during the revolutionary period , and that was a desired of the Filipino people desired for a democratic and representative government where freedom or civil liberties are recognized and respected.
