Assessment of Past Policy Efforts In a review of the CDAPCA act, it is understandable as to why this law was created and continues to be enforced in the U.S. This law was signed into law by President Nixon to combat illegal drug use that became relatively common in the late 1960s. The law was also created and signed into law because drug laws prior to this act were not adequately addressing the illegal use of legally manufactured drugs. Lastly, this act was signed into law to research drug abuse and provide treatment. Currently, the Drug Enforcement Agency (DEA) is the federal agency responsible for enforcing controlled substance laws like the CDAPCA. This crisis needs addressing because it is creating an environment in the U.S. where many citizens are becoming more dependent on drugs. In 1971, President Nixon declared a war on drugs. This was another attempt at eliminating the number of individuals manufacturing, distributing, and using drugs illegally by enforcing harsher penalties if an individual was caught in these actions. With the Opioid usage being manufactured by pharmaceutical companies and the Opioid Crisis continuing to spread among the U.S., it can be assumed that drug dealers are no longer the only individuals responsible for there being a drug problem. It is safe to say pharmaceutical companies are now a part of the drug problem in the U.S. and is responsible for a great portion of individuals who overdose or develop addiction-like behaviors. The stakeholders listed are individuals who have the power to change the policy and those most vulnerable to the change. Understanding how each stakeholder is involved and affected by this policy change is important, as this will increase the likelihood of the policy positively affecting those most vulnerable. The most vulnerable are those currently diagnosed with an opioid addiction disorder. These individuals are affected most because they are living with the consequences of opioid medications being addictive and over-prescribed by healthcare providers.
Health Care Patients follow individuals diagnosed with opioid addiction disorder in terms of vulnerability. These patients are at risk of developing opioid addiction disorder if they are prescribed opioid medications by a health care provider. Opioid dependence amongst health care patients prescribed opioids could become a possibility.
