Public Administration o The Government in action… o How law should be administered with equity, speed and without friction. o Systematic execution of the will of the people o Public Administration is the non-political machinery of the government o Looks after the public welfare according to the laws set up by the state. o It is the permanent executive as distinguished from the political one.
Nature of Public Administration
Integral View: Prof. L.D. White- public administration is the sum- total of all the activities – managerial, technical, manual and clerical. o Dimock- Public Administration is concerned with ‘what’ and ‘how’ of the government.

Managerial View: Simon, Smithburg and Thompson subscribe to it. According to this view, the work of the managers constitutes administration.
