The principals’ effectiveness in their involvement in special education was to a great deal influenced by the communication skills. Waudo Judith, Juna Magdaline and Herriot Andrew (2002) made a study which was focused on five issues namely primary school management, sustainability of head teachers’ management and development, impact on the school community’s involvement, reducing poverty and increasing economic prosperity. The researcher explored into the operation of 20 selected head teacher support groups (HTSGs ) and studied them. The data collection techniques that were used in the study were: focused group discussions (FGDs) ,in-depth interviews ,secondary documents and observation guides.. Statistical Package for Social Sciences was used for analysing the quality to data. It was scored in the study that there was poor representation of women in HTSGs. Frequent consultations on educational issues, between headteachers and respective communities were taking place in the schools. There existed networking among the head teachers.
