REACTION PAPER
FIFTH STATE OF THE NATION ADDRESS of His Excellency Benigno S. Aquino III
President of the Philippines

“Hangga’t buo ang ating pananalig at tiwala, at hangga’t nagsisilbi tayong lakas ng isa’t isa, patuloy nating mapapatunayan na, “the Filipino is worth dying for”, “the Filipino is worth living for,” at idadagdag ko naman po: “The Filipino is definitely worth fighting for.”
This is the highlight of the fifth State of the Nation Address by His Excellency Benigno Simeon Aquino III. The stand of believing in the democracy, believing that people with the government can make a change within his term. Since the death of his parents, the legacy still continues and I guess the legacy is in his heart believing that it’s not too late for changes in the Philippine government setting and also the economic and social status of the country.
Based on the past State of the Nation Address of President Aquino, critics said that, this State of the Nation Address is not clearly stating the change that they expected to be. The changes within his term is expected to be evident and must lift the Philippines from being the “Sick Man of Asia” to the “Rising Country in Asia”. But for me, I guess for about 5 years of his term, I find him and his works in making everything possible is evident through his achievements.
For the past five years, the system of education through his leadership is I guess changed and globally leveled the foreign and international standards. An example of this is the Technical Education and Skills Development Authority (TESDA). The Disbursement Acceleration Program contributed 1.6 billion pesos to TESDA’s Training for Work Scholarship Program. This amount enabled the graduation of 223,615 beneficiaries. 66 percent of these—or, 146,731 graduates—now have jobs. This is just one of the amazing changes that he and his

I know that this administration has been very consistent in telling the people about their prime focus for the next six years of the Aquino governance, and that is a government that is free of corruption. From the time of the 2010 presidential elections until now, it has always been the greatest advocacy of President Aquino. For this year’s State of the Nation Address, the President took time to emphasize all the lapses and anomalies of the previous administration that were discovered in the early part of the present administration. There were investigations and inspections done to know where all the money of the national budget had gone. And they discovered that there are a lot of questionable releases of budgets. President Aquino also shared their solution to all these arising questions like appointing a Truth commission, who will lead the investigations regarding all the questionable budget approval of the previous administration. Also, included in the State of the Nation Address are the different strategies that are considered by the government to answer the rising problem of unemployment in the country, the plans for the Philhealth, the National Land Use Bill, and many more.…

n the second year of the presidency of Benigno ‘Noynoy’ Aquino III, his administration continues to unravel as brandishing more of the same elite governance defined and motivated by the narrow agenda and interests of the few. This was evident in the impeachment of Corona which was sold to the public as part of his “daang matuwid” agenda but soon enough was perceived as an effort to control the entire bureaucracy for selfserving political and economic reasons. As is the nature of traditional politics, the Aquino presidency has played along the agenda of the US, the long-time patron of the country’s elite, in exchange for its continued patronage and support. By serving as the agent of increased US military presence in the region, Aquino has stoked the tension with China over disputed territories, in the process risking regional stability and further undermining national sovereignty. As is the nature of traditional politics, the Aquino presidency has promoted an economic regime that excludes the poor while creating the most favorable environment for big business through public-private partnership (PPP) or the intensified corporate takeover of various economic sectors and activities— from utilities and social services to the exploitation of natural resources. Its claim of inclusive growth is being belied by increasing poverty and social restiveness that even massive doses of conditional cash transfer (CCT) dole outs could not pacify. Meanwhile, the human rights of those who dissent against the enduring social injustice and lack of real reforms continue to be abused with impunity by alleged state forces.…

Last July 28, 2014, President Benigno S. Aquino III had his fifth State of the Nation Address. This serves as a means to inform the nation about the present conditions of the country. SONA 2014 highlights the achievements of the administration on education, social services, economy, infrastructure, calamity efforts, jobs, rehabilitations after typhoons and earthquakes, modernization of AFP, security, ARMM Bangsamoro and livelihood. The President used many metaphors in uttering his speech, he started with a common Filipino saying, “Ang hindi marunong lumingon sa pinanggalingan, hindi makararating sa paroroonan.” It is just right because this is his second to the last year in service, before he entered, our country was filled with problems left unsolved. Before, we were considered “The Sick Man of Asia” with weak economy and sparse industry. Corruption was also endemic. And maybe when we look back to the past with a lot of problems impossible to solve, we will be motivated to correct mistakes, within the President’s leadership we began to hope and had our journey on a straight and righteous path or the so called “Tuwid na Daan.”…

He was indeed proud to report to his bosses the progress done by his administration to the Philippines- such as the decrease in unemployment rate, the increase in infrastructures, and the growth in investments among others. However, when the Filipino masses are asked if whether they are truly able to feel the effects of the claimed progress of Pres. Aquino, most of them would only answer that they are still sick with and of poverty.…
