GAO, Government Accountability Office, indicates DRIS project department has the clear baseline of the requirements but the bureau hasn’t validated a process for managing the requirements. The cause of project delayed was the Census Bureau doesn’t have an organizational acquisition management policy. Without an implemented procedure, DRIS system is in a difficult manner (Ponwer 2006).
FDCA project department has started to plan on supervise the contractor’s performance but lack of clarity of tracking the capability of contractor and the own internal project office performance. The department has a draft of the management plan. But the division has not yet been approved traceability between its operational requirement and the FDCA requests for proposal. Until the bureau accomplish the technical requirements for the census and making sure the FDCA requests for the proposal consistent with the baseline requirements. The project will be at a risk for having changes on requirements. It potentially effects its development and schedule (Ponwer 2006). * A professional vendor would support the project process in a right way
