Recruit Modesette Case Study

On 06/15/17 Deputy Blocker notified me by telephone that Recruit Modesette was out of control and threatening to harm himself. Deputy Blocker said Recruit Modesette pulled in behind a vehicle at an intersection, so close to the vehicle that he could not see the rear bumper of the vehicle in front of him. Deputy Blocker said he has had several instances where he has had to correct Recruit Modesette’s driving and Deputy Blocker said these instances have been documented in the Recruit 360 FTO program.

Deputy Blocker said he began to counsel Recruit Modesette about officer safety and not leaving an escape route when Recruit Modesette went hysterical. Deputy Blocker said Recruit Modesette began banging on the steering wheel and screaming he felt like he wanted to “blow his fucking brains out” and then said he wanted to quit. Deputy Blocker said Recruit Modesette repeated these statements more than once.
Haase in regards to this information as I received it and then proceeded to Deputy Blocker’s location; Centennial Bank in Jacksonville on Main Street. Upon arrival I made contact with Deputy Blocker who appeared composed and calm. Deputy Blocker said Recruit Modesette was in Deputy Cavin’s car with Deputy Cavin who was currently deescalating Deputy Modesette. Deputy Blocker said that once Deputy Cavin arrived on scene the two of them disarmed Recruit Modesette and secured his Department Issued Sidearm.

Lt. Haase arrived on scene and assessed the situation and at his direction Recruit Modesette was relieved of his Department issued firearms, badge and Department issued ID.
