ABSTRUCT
This study investigate the issues of Competence Based Learning in Tanzania: A study of community (ward) Secondary schools in Mpwapwa district, the objective were to evaluate the quality of teaching stuff, teaching and learning process and resources in classroom and to evaluate the quality. Competence and ability of secondary school graduate in community (ward) secondary school.
The study adopt the theoretical framework from the Constructivism theory, the research base on both qualitative and quantitative research approach, and had a sample of 200 respondent, The research employ questionnaire to students and teachers, and interview to head masters, parents. Educational officers and educational expert from Mpwapwa district.
