I do appreciate your response ,
As I said in our earlier conversation I do feel that this situation of harassment and violence has been allowed to continue far to long also I feel anything other than removing Bailey from your school will be a waste of time. We all know she can not be escorted by security for the rest of the year nor do I think she wants that .I cannot watch as Bailey's self esteem ,confidence ,and mental well being is over looked and used as a bargaining tool. . Disciplinary action should have occurred the instant Bailey reported this violence ,for whatever the reason being that this harassment/ abuse was allowed to continue for over 2 months, is now an issue for someone else to sort out.I will do everything in my power to make sure that Bailey is safe and in a learning facility that does not just talk about teaching the students to follow the

I feel Bailey's rights were violated under the "Safe Place To Learn "Act and several of the Education Codes. . I have taken steps to see to it thatabove all else Baileycan recover from this situation,also that procedure was followed as State LAWS require ,I am sure you are familiar with procedure and policy in case of these situations also Mr. Adams I am sure you are familiar with your responsibility to protect my child under these circumstances or any situation that may occur causing harm in any way, not onlyto Bailey but ALL students.I feel you failed to do so... but as I said this is now a matter for someone other than myself to judge I will continue to keep in touch with you and all others in authority as I find this to be a very SERIOUS matter. I will also be in contact concerning Baileys grades as I feel this situation has had very negative results in all all areas of her life.I wish that we could have found a resolve that was less harful to Bailey but I

    On April 26, 1983, Matthew Fraser gave a speech nominating another student for an elected position. The speech was given to about 600 fourteen year olds that chose to attend this assembly. The speech contained sexual innuendo. Before giving the speech Fraser received advise from several teachers that he should change the speech or not give one at all. But he refused to take their advice (2). The next day, he was called in to an administrative office and was suspended for three days and was told he would not be able to give his speech during graduation even though he was at the time the salutatorian. The family of Fraser filed a grievance with the Pierce County school board, but the officer upheld the suspension. In response, to that decision Matthew’s father filed a case against the school district. The District Court ruled that the student’s First Amendment right was infringed upon. The students was awarded a monetary judgment and allowed to give his graduation speech. Later, the Court of Appeals for the Ninth Circuit affirmed the judgment of the District Court (4). Later, the US Supreme Court reversed the Court of Appeals in a 7-2 vote to reinstate the suspension, saying that the school district's policy did not violate the First Amendment (3).…
