1. How influential are the decisions of a President in times of war? How do you relate the powers of the President to declare Martial Law? * Being the leader of a country, a President’s decision can greatly affect the present situation that the country is facing. Whatever decision he makes can sum up his abilities towards leading his people. It influences the people with the President’s decision in terms of support or disapproval. Support in the sense that if he’s decisions are acceptable for the people or group of people, he gets endorsed and applaud for the validity of his action. Disapproval in the sense that if it is denied by the people, the President is subject for explanation, he is also vulnerable for mockery among his people. The final decision he would then make will be the verdict of what’s waiting for the country, especially in times of war. If reasonable actions were already made but the peace among people is still missing, a President can declare Martial Law as his final resort. To lead the country in times of war is never easy. The President’s capacity to declare martial law in a time of chaos will be a great way for the President to fully think of what he should do while the country is on idle mode. Although he’s declaration will still be grounded on the approval of the other branches of the Philippine government, consent towards its declaration will be based on necessity.
2. What are the bills being considered in the movie? How did the power of the President affect its approval? * The bills being considered in the movie were the environmental bill and the crime bill. The President has a veto power to approve bills and turn them into law with a vote of 2/3rds from the Congress. Since there were 2 bills waiting for approval, the president having the power to approve laws supported the environmental law and resent it to the Congress. He gave his full support to the environmental bill regardless of the controversy it had. He then denied and withdrew his support on the crime bill and promised to create a better one.
3. How important is the existence of lobbyists in the approval of a bill? * Lobbyists serve as the lips of the people. Lobbyists represent all points of view on issues confronting the country like environment, labor, the elderly making sure that what they feel and what they have to say is being noticed. The job that a lobbyist has when summed up is to bring pressure against legislators. Their major job is to work for those matters that benefit their clients and against those that may harm them. By working with the government and trying to get change a good lobbyist understands the procedures of government and the correct way to persuade a government figure one way or another. Lobbyists are not usually people who are picked randomly but usually someone who has worked close within the government field before becoming a lobbyist. Without lobbyists, there will be no one to push the government to pass a bill. It will be easy for the government to ignore bills and what the people has to say or do.
4. How do the private life of the public officer affect his administration? * The President’s actions are being speculated by the people around. There were controversies that happened but the most controversial was his personal relationship with a lobbyist named Sydney Wade. At first, he never spoke in public regarding his relationship, regarding his personal and private life. That made the people make judgments and criticize the President. The people who knows him under his administration never spoke of ill against the president. In a part of the movie, the President then decided to speak in public to stop the rumors. No matter how he would not want people to intrude in his personal life, he realized that it is better to tell his people what’s the real score than to keep his mouth shut and make them talk about you.
5. What are the dislikes of the daughter of the President that seems not to be your interest too? * The piece-by-piece of understanding the constitution. Just like the daughter of the President in the film, learning all about the constitution is fine. What’s kind of annoying is the difficulty to remember everything written on it. Especially the ones that needs memorization. Another dislike of the daughter was the fact that his father will talk about the constitution during dinner. I mean, I would love to talk about the constitution and its ways but not all the time. I find it time consuming. -- That was before. Because now that I finally grasp and understood the preliminary topics of understanding our constitution tackled in our subject, I found out that being aware of it makes me conscious of my individuality, my rights, my privileges as a Filipino and things I have to learn about politics. This makes me knowledgeable the constitution and avoids ignorance from it.

Since the beginning, the relationship between the presidency and Congress has been a difficult one. The framers put into place a system of checks and balances to help make sure that there would always be such a struggle. The distinctive “tension between one branch writing laws and budgets and the other branch carrying out the laws and spending the money has been” (Professional Development) an essential characteristic of the American government. Although the Constitution gives Congress, the power to declare war and omit money for troops and weapons, presidents stay given a broad leeway to defend the nation and wage war. Presidents have stretched this power to move without congressional approval through military interventions.…

Article 1 Section 7 Clause 2 stated that if the President rejected a bill, “he shall return it, with his objections to that House in which it shall have originated”. The President, who had the executive power, could veto a bill passed by the Congress. The Executive could provide a check on Legislative decisions and protects the minority, if the President believed the bill hurts the profit of certain groups of people. Article 1 Section 3 Clause 6 and Article 1 Section 2 Clause 5 gave both Houses “ the sole Power of Impeachments”, thus the Congress (the people and the states) could remove the President from the office if he failed to use his rights properly to protect the people. Also, Article 2 Section 2 Clause 2 stated that “He (the President) shall have power, by and with the advice and consent of the Senate, to make treaties… appoint Ambassadors……

There are many differences and similarities in the book and movie Our America. The book and the movie Our America is a story about two best friends, both teenagers named LeAlan and Lloyd. They went throughout their neighborhood recording everything that happens in their daily life and what happens in their neighborhood on a daily basis. The reason it is called Our America is because they want to show the readers “their America” in the ghetto. I think that the book and the movie version of Our America have more differences than similarities.…

One of the conflicts seen during this time was the argument over internal improvements. Many bills were proposed by Congress during this time, but not as many were passed. These bills, which would have provided for the building of roads and such, were denied by many who were supporters of states' rights. "I am constrained by the insuperable difficulty I feel in reconciling the bill with the Constitution of the United States to return it with that objection." (D2) Many bills were either vetoed or did not pass Congress due to the fear of potential bad activity of the government. The states felt that if there were any improvements that were to be made, then they should be the ones to propose and probably make these improvements. This was not the case, however. Internal improvements were too large to be left to the states alone. It was thought that these improvements would promote growth in much of the country, but states' righters still felt it was an overreaching of the power of the federal government. Monroe, who was president during much of the "Era of Good Feelings", felt that Congress did not "possess the power under the Constitution to pass such a law." (D7) Although some may have argued that these were implied powers granted to Congress, others felt that the branches only had powers which were enumerated specifically in the Constitution.…

Martial law is imposition from the president due to from the crisis of the country in terms of order and security. It is usually imposed when civilian authorities and the government doesn’t function properly. As a result, the discontent public executes protests towards the government. It is controversial because it gives absolute power to the president; military forces are then deployed to maintain order. The three branches of government executive, legislation and judicial are removed thus having no power. It is a means to have control over the public and used to maintain law. Several rules come along with martial law such as curfews, stricter laws and the absence of civil rights. Simplified, that means the military can do anything and no action would be taken to have their actions justified. This leads to my next topic as to why Philippines were in a 21-year period as a president and 9 years in martial law.…

The typical legistlative process for tax bills by and large initiates in the House Ways and Means Committee in the House of Representatives. However, tax bills originating in the senate are attached as riders to other legislative propositions. After both the House of Representatives and the Senate work out the dissimilarities in the Joint Conference Committee and is passed by the House and Senate, the tax bill then goes for approval or rejection by the President. If the President approves or the President rejection is overridden, then the tax bill is incorporated into the code (Hoffman, pg 2-4). The Committee reports from the House Ways and Means, Senate Finance and the Joint Conference committee frequently explains or gives insight to the intent of congress.…

As I sat and watched the documentary film about Martial Law, I get so excited because I was given a chance to go back in 1970’s time which luckily I was not able to experience it and also I want to have an idea what my fellowmen feels when Ferdinand E. Marcos declared that Philippines is under Martial Law. It is really a great opportunity to the Government of the Philippines when Ferdinand E. Marcos was became the President because he is one of the brightest and for that he can make a progressive change to our country but because of what he have done when he proclaimed that Philippines is under Martial Law many Filipinos disagree with it because they want democracy. Marcos has a lot of defended reasons why he declared it one is stressing the need for extra powers to quell the rising wave of violence allegedly cause by communist and the second one is to have a fortunate country. But to be honest of I have seen in the documentary film, Marcos wants to own and govern our country on his own way without thinking what will be the possible reactions of his fellowmen. If he would follow of what he have defended that why he declared Martial Law I would really salute him for putting the Philippines on a progressive state but because of what I have witnessed on my eyes my appreciation of what he is was wrecked. Democracy and Human Rights are what the Filipinos at that certain moment are fighting for. Filipinos are really hopeless at that time that’s why the violence increases from day by day, the military treats the people violently I can really say that when the Martial Law began each day is a tragedy to the Filipinos but the only way they can…
