Please accept this proposal for the new Riverview Hospital Nursing Care Center. Key healthcare directors have contributed to this plan. Each director’s perspective is shared as related to his/her department. The following pages of this proposal contain their ideas and touch on the following considerations for the planning of this new facility:

Staffing and credentials
In order to develop and maintain a safe, effective plan for Riverview Nursing Care Center nurse staffing, the Nurse Staffing Committee is charged with the development and annual review of a comprehensive Nurse Staffing Plan (Cleveland Clinic, 2009).
Nursing practice is dynamic and responsive to societal health needs; therefore, it is generally impractical for the law and rules to list all the specific duties or tasks that licensed nurses may or may not perform. Attempts to delineate all the specific activities of licensed nurses would needlessly impede the growth of the discipline of nursing. It is critical to note that the law and rules require that the licensee provide nursing care only in circumstances which are consistent with one’s preparation, education, experience, knowledge and demonstrated competencies (Ohio Board of Nursing, Rev. 2004).

The laboratory director actively manages the competency of staff and ongoing education is provided to all technicians to maintain their certifications. Ongoing training is provided to all staff regarding the requirements of accrediting and regulatory agencies. The core laboratory is staffed 24/7, with specialty areas staffed Monday through Friday between the hours of 7 a.m. and 11 p.m. Organizational leadership and departmental hierarchy, including the proposed services for Riverview Nursing Center, is as demonstrated in the tentative organizational chart (see Figure
